And the rest of the people had 7,192,036. That's 5.4%.

Note that I said "the electorate", not "voters".

The electorate is all the eligible voters. That 1/3 to 1/2 of the electorate chooses to abstain even in "the big" elections for a multitude of reasons is something else.
