You cheered for someone pushing for preserving the status quo of some de facto civil rights for a class of sapient beings, when they scored a victory over someone demanding that all slaves on campus also be considered Patricia Hightower's own personal slaves, and furthermore subject to summary execution without anything even vaguely resembling due process of law. This brings up three major questions. One, this is a power that governments use in limitation. Capitalist societies aren't a huge fan of bureaucrats having such broad power, and even states like the Soviet Union can understand the value of not messing with personal property. Money in this society is complex, but they seem common enough that I'd be stunned if no one else in the class had an AI assisting them, so it seems likely this would upset a lot of students.

Even where a university had power equal to a province, or a US state, making such policy would be the job of a president or a parliament, way above Highsmith's head. We met her as the first-line person to deal with Lee's problems, so she's nowhere near the level needed.

Lastly, how stupid do you have to be to make such a policy? Every AI on the university has an owner that's going to be pissed off, and major corporations are on that list. And the policy is bad enough that an owner of a business contracting only with the university might seriously think about pulling out and keeping their AIs offer university.

People who revel in petty power, such as that character, are rarely bright enough to think through the consequences of lashing out when it's questioned.
